Global nerfs to the encounters so that even the 'hardest' specs can reasonably complete them? Still though, this can't be too tough for them to balance considering how bare characters are with borrowed power systems and even a lot of consumables stripped away. Is the Mage Tower intended for the majority of the playerbase or a top % challenge that has exclusive rewards? Is the difficulty supposed to emulate that of Day 1 of the original Legion Mage Tower, the end of Tomb of Sargeras or the end of Antorus? Even with the below statement, all that we know is that some of the challenges are more difficult than intended but not which ones. Until now, Blizzard hasn't mentioned anything on the intended difficulty of the Legion Mage Tower or clarified who the intended audience of this challenge is supposed to be.

Many players are feeling forced to farm outdated gear to get an power boost in the challenge to gain any advantage. With Timewalking scaling this time, there's not much you can do to outgear the content.
Mage tower overtuned Patch#
With the Mage Tower being hyped as one of the main pieces of content of Patch 9.1.5, many players in the community are frustrated that the Mage Tower is so difficult on live servers after an easier PTR testing. Players have commented that many of the challenges feel as difficult as Week 1 version of the original Mage Tower (or even harder), which is almost 2 tiers of gear lower than the end of expansion difficulty of the Mage Tower.
